Setting File Permissions in a folder

We just added a new Win2003 Server as a file server. I want a certain folder to have read and write permissions, but no modify or delete. The only thing that is stumping me is how to keep users from modifiying a file already written to the folder. Saving the file as a new name is acceptable, but not modifying the already created file.

I have to do this because of CAD drawings being changed after it is sent to the shop, and then the file is revised by overwriting, so then we get two sets of blueprints, with out knowing which is the correct one.

So, in a nutshell, how do I create permissions that allow for a new file write, but no file overwrite?
