Setting File/Directory permissions

Hi, need a little help. Confused with setting permissions inthis instance; got a user diretory share. Under which are a number of users. Under each directory ie /Users/Steve there is a directory called Expenses eg /Users/Steve/Expenses
I want one user to have access to just this Expenses directory and nothing else. So basically they can go in, pick up the users timesheets from every user, but see no other personal data. I cant seem to create this scenario! Hope this is clear!

Why not reverse angles and create a separate dir under a user called timesheets that has only write access for all users, but read/write for user timesheets. The timesheets remain owned by the individual users and are therefore permissions can be set to make them only writable by that specific user, but the user timesheets can do r/w since they are the directory owner ?

You could go the whole hog and create an NFS mount for each user so that this is transparently copied over your network to a central point.

Just an idea
