I'm trying to set the desktops to be just blank on XP by using Group Policy. I can define and set a wallpaper ok, but i just wanted a plain blue background. Anyone know how to do this please??

I never did find a way to do this "the right way". What I ended up doing was a bit of a hack. I put a file on the PCs that was an image file that was totally black (or in your case, blue would work) and then used group policy to make that the wallpaper. You get the same effect.

Eventually I ended up changing the background though using a program called BGInfo that allowed me to put the system name, IP address, etc into the background image. That made life a little easier for the helpdesk techs when a user called in and couldn't tell what PC they were using.
