setting defaults for sound muting

Here's a leftover from an earlier thread - one that I thought we had found an answer for, but it's still around. The 'volume control' settings on my system are initialized with WAVE audio set to 'mute'. I can reset it to unmuted and save the setting, but the next boot sets it back to 'mute'. How can I find the flag that's doing this and make it default to an 'all on' condition?

The problem originated after a recent new software installation, but de-installing hasn't changed anything. Something's been changed, and it's been very elusive.
