Setting default printers

Ok heres a question for the experts:

When we have installed 2 printers in a netwrok suite, we set the one we want as the default printer under the administrator account. When a user logs on in most cases they have the other printer set as default.
I didn't think that the default printer was unique to the user, I thought it was set on each machine.

Any ideas?
