Setting browser minimum width

Some developers use transparent images, with necessary width to hold the minimum width for a browser. Is that what you're asking for?

I would like to control the minimum width that the browser could display.
In pseudo code :-
IF document.width < 300
[tab]document.width = 300;
or something similar
