Setlocale.exe in Win2k3/office2k3 environment

We have a number of international users who log on to our system (Windows 2003 server cluster, running office 2003 and Citrix pres server 4) we use a program called setlocale.exe to map different keyboard settings for the users. Problem is when the open an office 2003 program (any of them) the setting does not hold and they need to reset it for every instance of the app they have open. This tool worked fine under our win2k/office2k.

Any help would be appreciated.
