I have figured this out. In the registry are the following entries:
HKEY_CURRENT_USER\ControlPanel\Desktop\SCRNSAVE.EXE <name.scr>
HKEY_CURRENT_USER\ControlPanel\Desktop\ScreenSaveTimeOut <interval in secs}
change these and the screen saver will be set to your desired settings. In my case I will remember the settings prior to change and restore them as my program shuts down.
