Set will not align to Restrictions on BCM 50

I have one set on the system which will not restrict calls.

I have used the same restriction code other sets, and tested it on all sets.

Very simple restriction - 'A' - so absolutely no outgoing calls.

When I apply that restriction to this one set, it does change it at all - in fact, NO restrictions that I apply to this set work. It seems to have an exception for everything.

I've looked in the Restriction Filter Setting. Nothing.

What am I missing here?

try to copy restrictions from a set that is properly working with the restriction filter applyed this will copy all info check restrictions only in the copy and paste uncheck all others may be a quick fix

ok - stupid question - how do I do a copy like that with element manager?
