Set restriction ??? 1

What am I doing wrong???

I am just simply trying to keep a phone from dialing out. I want to be able to dial 911 and internal but not outside.

I went to:
Telephony Services
Restriction Filters
Filter 05
Restrictions

and put in the restriction 9A to block all outside calls and override 911

I then went to the set:
Restrictions
Set Restrictions
Schedules
Normal(and Night)

and entered 05 for the restriction.

Did I do this wrong?

Help please!
 
As far as I can remember, the system will use 9 in this example as a leading digit, and not 9 to get out. The overrides looks at everything after 9, and not 9 it'self, unless you dial 9,9xx-xxxx

I.e. in this example, the 9 would be _9_12-1234. The 9 would not be for the access out.

I would program simply ANY, with an override of 911.

I have used the ANY and exempted (override) 911 for a retail store so the kiddies/employees could not dial out after 7pm.
 
Fister 01 is the default to block all but 911, and 800 type calls.
