set permissions for apache

Hello, is it possible to give apache 'admin rights' on a PC??
Im on a Windows OS, and i have apache and PHP installed on my pc.
What i tried to do was, i wanted to created a textfile somewhere in a shared folder. Cause im on a network here.
But i get a 'permission denied' error everytime i try that.
I have enough priviledges i think, cause i can create a textfile in the shared folder manually, just not with PHP...
So thats why i think its an Apache problem, cause i can create textfiles on my own drive with PHP.
So anyone got an idea what the problem could be or how to fix this?
 
Make the shared directory part of apache's webspace by creating a directory container with the path to the shared dir.

 
The apache service should be set to run under a domain account. Then on the devices that is sharing the folder to you, you would have to grant read/write access to the account under which apache is running.

Usually this is done by adding the apache account to a group that has rights to the shared folder.
