Set PDF Document Security Using VB6/CR9

I am developing a Visual Basic 6.0 application that will use Crystal Reports 9.0 components for it’s reporting mechanism. Via VB/Crystal Reports the user we be able to export a report to PDF format. Using visual basic code is it possible to set/changed the security for the created PDF document so that it can only be viewed unless the password is known?

In regard to application distribution I am hoping that the VB coding solution would be royalty free.
 
If anyone has figured this out, I'm looking for a similar solution within the CSP export routine from ePortfolio that locks the PDF so that data can't be extracted or changed unless a "universal" password is entered.
