Set DN as active without physical phone connected to port

I would like to set up remote users with extensions here in the office. The problem is that without an physical phone connection to the port on the switch, the DN is listed as inactive.

Summary: The user will not have a phone here in the office, only and extension (DN). The DN will be forwarded to the remote users personal number. How do I configure the DN as active without a physical phone connecting to the switch?
 
Not possible.
But you could use H323 Terminals (requires 1 IP client license per extension)
After configuring a H323 Terminal the DN will go active.

Alternative: Use dest. codes if these are DNs are forwarded to external numbers.
 
I have 60 BCM's in the field and we assign the 2400 range as phantom Vmails. when creating the Vmail enter an ext number but don't add the ext number on the 2nd screen and unclick the MWI box.
 
The H323 comment is very helpful, but I am trying to avoid placing "dummy" hardware to activate the DN

- For the second comment, I already have Vmail set up for the DN in question. The user is able to call in and receive Vmail through the prompt. My problem is that I am not able to forward incomming calls through are switch to the users personal phone number. The DN needs to be active before the system will (route) forward incomming calls.
