Set based administration not working meridian 81C , release 7.6 1

Hello all...
Trying to login to set based administrator from digital set. After dialing FFC CODE it prompts for password and when I enter password It is giving error "LOGIN UNAVAILABLE PLEASE TRY AGAIN LATER".
I have created SBA user of admin type.
I have created FFC.

I've found this report based on SBA for 7.5 below that sounds to be almost the same.

Problem
SBA Password corruption
Listing of Passwords in LD 22 PRT TYPE PWD shows unusual listing for SBA passwords associated with Tenent working when Tenent working isn't in use.

Solution
PLOAD & PINS patch 32502. Loading patch cleares the SBA corruption

After doing this the SBA password listings were no longer O/P
