set bandwidht for an ip

Hello,
i have a cisco 2511 router running on IOS 11.3
From my switch i have given a port to another LAN in the next floor.Is there any way i can set a bandwidth say 64k on that port or ip that i have assigned to them ?(i use an unmanageble switch)
We have a 512 k leased line.We have given an ip(global) to them.They use that ip and a Dlink Router to connect their LAN to my switch.For they are increasing the number of pc's in their LAN they are consuming most of our bandwith.please help me with a way out
