set auto-forward rule from owa does not work

I created a rule in owa to forward all emails to another email address. I also checked "allow automatic emails" option in Exchange system manager.

If I set the rule to forward to another user in our local domain, the message is forwarded. If I try to forward to a yahoo account, the email is not forwarded.

Do you have to keep owa open in a browser for the rules to work?
