Sessions without cookies and PHP re-installation

Good Morning.

I am looking for a way to have PHP sessions working
even if cookies are not enable on users browsers.
I was told that PHP must be re-installed as a CGI
module in order to be able to access config files.

Is there another way to do that without such a hassle?
(Apache on FreeBSD and on Win32 as a test server).

Thanks a lot for your help.
