Sessions in Connq state

I just rebuilt our Citrix farm with MF 1.8 for W2K. I installed the old NT licenses and activated them, I also installed and activated the Win 2000 migration license. The servers show over 40 licenses each but each box will only allow 15 connections. After that the sessions go into the "connq" state for a long time then disconnect. The user get the error message "published application not available". It seems that the only licenses that are active are the base ones. I checked and all are activated.

Any ideas?
