Session-time out not working under Tomcat4/SOAP

After setting <session-timeout>30</session-timeout> in web.xml of soap context under timcat 4.1.18, we find that session always times out on 30th minute even if we do get transactions on SOAP session.

Has anybody encountered this problem? How to to set lastAccessedTime every time you get a request? Is Filters a solution?
