Session Manager Dial Patters question 1

Hello to everyone that reads,
I have a clarification question.
Session Manager 6.3 dial pattern creating/editing.
I have two routing policies for each dial pattern, one for the CS1K closest to the geographic area of North America. (Fort worth routes calls to the western half, Farmington Hills the eastern, and Toronto all of Canada) the other for our fax server.

So my question is the routing policy on top the highest rank? It seems logical but just when I think I get the SIP routing, something happens to change my mind. The "rank" field is blank, I don't see how to set a rank?

Originating Location Name Routing Policy Name Rank
Select row 1 -ALL- Toronto_SIG_SERVER
Select row 2 -ALL- RightFax_Routing

I looked for a Avaya Session Manager group but didn't see one.
 
So in the routing policy under the time of day (Default 7/24) you set rank. Then the dial patterns are tied to one or more routing policies. If the same rank is held by the 2 routing policies the call will alternate between the 2.
