Servlets Package not Importing?

I just updated from windows 4.0 NT to XP. Everything is setup properly. I can compile all my applets and stand alone java apps. BUT when I try to compile any of my servlets Im getting a javax package not found compile error. I was using 1.3jdk on NT, on XP I am using 1.4.. Am I missing a JAR file to import the JAVAX packages?? I have checked just about everything the javax package is in the src.zip... I even put a servlet in the javax file and still couldn't get a compile..
Anyone know what the problem is..
