Serving two subnets on one Procurve 4000

I have an underutilized Procurve 4000 where we are using only 2 modules for a single subnet. I would like to use the other available modules for a different subnet. Cisco routers are used for the gateways of each subnet.

Is VLAN how I make this happen ?
Are there any inefficeincies in doing this ?

What you have in mind should work.

Yes, you would do this using VLANs.

To configure a second (or third...) VLAN on the Switch 4000, see pages 6-58 through 6-61 in the manual (ftp://ftp.hp.com/pub/networking/software/59692320.pdf). Basically, you need to create the new VLAN, then you need to assign ports to it.

There should be no inefficiencies in doing this.
