Services on q-sig

Hi,
I have a problem that can not solve.
I have a system of 3 knots, 2 in bc 9 cni 85 and the third in TSW sp6.
All systems are connected in q-sig, the calls will work correctly on entry and exit, the reservation services work, but the deviation between the internal nodes (* 21 * # xxxx) between 9 bc cni 85 does not work. While between sp6 and bc 9 will work correctly.

What is numbering plan on BC9 sites ? Open or closed (coordinated)?
In the other words: Do you use numtype ED or EC to dial other BC9 location ?
If you are using ED, it is not possible to use *21, you can use only *22.
Do you use numtype EN to present a node to other nodes?
Do you have SCEXI between two BC9 ? ( as I remember, in BC9 it was not possible to initiate callback between two sites, if SCEXI was not initiated)

In all the numbering system is set as the ED.
From the node bc 9 to TSW the procedure works correctly (*21ED#). While from TSW to BC9 don't work.
I confirm that the reservation services of calls between nodes work.
