Services cannot start in NT

When I try to start backup exec services in NT it get the following error message:

Error 2186: service not responding to the control function

I figure it needs an additional service running but I cannot figure out what it is.

What user account do you have the service starting from? I've seen errors with several backup packages when the service is set to start as something other than "local system"...
