Service Unavailable error msg when you browse Enterprise admin webpage

i get a Service Unavailable error message when i browse

http://servername/BusinessObjects/Enterprise11/admin/en/admin.cwr

I've reinstalled b.o.e on the server and i cannot get the central management console page and add reports.
When i browse via infoview it is ok.

I've tried resstarting the IIS admin service from the services sectionon the server but it doesn't work.

Any ideas?

I'm using Crystal XI, Business Objects Enterprise,Windows XP, Windows 2003 server

Workaround is to install a java version of enterprise.

there is a hotfix released, for R2, that might do it. or make sure that CMS is running/enabled
