Service state notification

I was woundering is there any way that an alert and/or notification can be sent (email maybe or even a net send?) when a service is in a certain state.
 
any service? lets just say for example an apache web server, i want to be notified any time this service changes status.
 
Would you consider a third party tool to accomplish this?

If so, SysTrack 3.15 from Lakeside Software can assist you in montitoring any service running in your environment.

SysTrack monitors five principle alarm types in this category (Status changes/response/CPU/Physical Memory/Virtual Memory/I/O). It also allows the administrator to select only specific services and applications to be monitored. The alarm types can be configured to match the desired operational range.

Is there a non-third party way to accomplish this? it's only one service that i want to monitor, and don't have a need for a complete monitoring software package.
