Service starts for only one user

I have installed pgp, and it runs as a service in the background. When switching user, the second user gets an error regarding pgp and not being "able to run in this system environment".
How do I configure a service to run for only one user?

PGP does not like Fast User Switching.

"With Windows XP, there is a change in the order of loading system processes. On some systems, this will result in this error message continuing even after Client for Microsoft Networks is properly installed. PGP 7.1.1 has been fixed to take care of this problem. This may also be resolved by not starting PGPtray from the StartUp folder and later loading it manually (I found it convenient to move the shortcut from the StartUp folder to the Quick Launch Bar); or by waiting a few minutes after the system boot to log in to the system. Another PGP user reports "...another work around. In the services tool (Administrative Tools) you can double click on a service namely PGP SDK Service and PGP Service and set what happens when they don't start. I set the SDK service to retry a minute later and the PGP Service to also try again a minute later (which will be after the SDK service error). I then only have to click the first error notice and do nothing else because they will both start when they can."
