Service Packs=PC Froze

I have W2K Pro installed on my PC and I was wondering do
you have to install the Service Packs in a certain order in
other words Service Pack 1, then 2, then 3 and so on.
The reason I ask is I had Service Pack 1 and I then installed service pack 4 and computer just froze so I had to remove SP4 to get PC back to normal?
 
In theory, SP4 would have everything that SP1, 2 and 3 have, so you shouldn't have to load any but the latest.
However, in the real world, SP 4 installs much easier when SP3 has been installed.
I recommend:
update to SP3
install all critical updates
install SP4 last.
