service observer question

I have a client that uses service observing. Everything works fine except that (1) extension (x7000) cannot be observed even though it is a member of two groups. The Observers for those two groups can observe every other extension but 7000. I tried deleting and recreating the extension under members and it still doesn't work. I printed the extension and nothing jumps out as being restricted from being observed. I even put a privacy button on and made sure it was off in case privacy was the issue. Any thoughts as to why an extension in a group cannot be observed? Pulling my hair out!
 
since you said the sta is 7000, you must at one time did a renumber of of out pool , there may be a conflict, renumber 7000 to something else to see if it then can be observed
 
I have deleted and recreated the extension in the group. I don't think this is a renumber issue. Below is the print of the extension, it is x7028.

And below is the print from the supervisor groups. x7042 (group 2) and x7044 (group 5) need to be able to hear x7028 (which is in both groups). My initial thought was maybe because x7028 is also a supervisor of his own group that you can be both a supervisor and a member of another group, but x7044 can listen in on x7042 so that blows that theory. Any thoughts are appreciated. Thanks.

when the sta is trying to observe & fails do you hear an reorder tone or a busy signal ?
 
busy signal usually means it is already being observed
 
a observer can activate service observing for an ext that is not active on a call, as soon as a call is answered at that ext ser osb telephone it turns speaker & mute on ,could this be happening
 
The book, as CVRBOB said states:

"A Service Observer cannot observe another Service Observer who is already observing an extension."

It seems this system is so full of Service Observers that this may be happening.

I know it looks like that from the print, but really only group 2, 5, and 8 are being used. I have told them we should delete all groups and start from scratch, but they for some reason don't want to do that. Anyway, x7028 is the one that can't be observed. It is only a member of group 2 and group 5. I know that x7028 is not being observed currently, unless somehow an unused extension that was once a observer is stuck observing that extension. The company downsized so it has many extensions that are no longer plugged in. I do know x7028 was a member of group 1 so maybe before they deleted that supervisor it somehow was caught observing x7028?

I'm thinking the best course of action is to delete all groups and then recreate them.
 
if you know who was the ser osb for group 1 , look at the button programing for that station, see if ser obs is on & pointing to 7028, which would turn on when 7028 answered any call
