Servers/NTP & Wrong Time

We have a Win2K3 AD Domain and I've configured one DC to be the NTP server for the domain(yes, its the PDC emulator as recommended). ALL client PC's are working fine, and syncing correctly. I do however have the following issues and cant figure out what the heck is going on.

1. Some servers in the domain are not syncing correctly and are off by exactly 5 minutes(slower)

2. Some servers in the DMZ, are not domain members, but point to our DC for NTP, and they are also 5 minutes slower.

All proper traffic is allowed to pass thru the firewall, and when I run a manual update, the time changes and syncs, but almost immediately, it reverts back to a 5 minutes difference(slower).

All servers are Win2K3 R2 w/SP2.

On the affected servers, you need to verify their ntp source server.
NET TIME /QUERYSNTP

If they are defaulting elsewhere (time.windows.com), you will need to update them manually or through a GPO

The servers in the DMZ; point them to the same source as the PDC and see if the time difference still occurs.

The member servers ARE pointing at the correct NTP server(to the DC on the LAN), and the policies are correct. Time is still 5 minutes off.
 
I wonder if those servers are somehow looking at their CMOS time...try pointing an affected server to same source as pdc, if the time is still off, it is the server itself or your network.

The W32Time service is what manages time synchronization for Active Directory domains. Hosts in your domain look to the PDC emulator for time synchronization. By default, Windows will look to your CMOS clock to get it’s time. The CMOS sometimes runs slow over time...
