Server utilization at 95% when asking for second tape

We are currentlly running Backup Exec 9.1 for Netware backing up a Netware 6 server. When the job over runs the 1st tape and is asking for the second tape, the server is running constanly at 95% utilisation.

Can any one help me understand why this is doing this and how to stop it if possible.
