Server unresponsive but seems to work fine on console

Hi just built a new nice server everything went smoothly. that is until we put it in its final resting place. No the server becomes unresponsive over the network. Pings get through but take between 20 and 100ms to reply. ssh times out. It has a static IP with a gb network card. No firewall. All inside on a single subnet LAN. I do not see any issues in any log files. I don't know what it could be. Any ideas on what to look for here? I've built many of these without issues.

One thing I tried was to use a different switch on the network. No change in its behavior. Maybe check the network connection jacks??

some more information.

I can ssh into this unresponsive box from another redhat system and it hangs on while putty'ing from my windows laptop on the same hub times out.

I found a little reverse dns issue and resolved it where this ip address had another machine name associated with it.

Now the unresponsive system is pinging at <1ms. but I am not convinced yet as this has happened before where it would just go back to <1ms then without warning go back to ping with responses of 50ms or more.

no I was wrong. I cannot get into the server at all now and ping responses are back up to 25-100ms. Top on the machines shows nothing unusual. log files show even less. I might activate the second ethernet port and try that one out.

I think we've figured it out. I gave this server a static IP and thought this IP was in the exclusion list while it really wasn't, therefore dhcp gave that address out to another client. They exclude here using reservations where I normally do not. Do as the romans!

all seems fine now.
