Server unreachable

I'm trying to get two i2004 ip sets in another city to connect to my customer's BCM50 3.0 across a vpn. I've had a tech on the other end manually load the set ip, default gateway and S1 ip info but all we get is server unreachable.
I loaded 4 ip telephony keycodes in the customer's BCM50 last week. I've had our IT guy (we work for the same company) check the firewall and nat. No blocking, the ports are open.
I can ping the phones from the BCM ping utility and I've had the tech in the other city manually configure a laptop with the phone's ip address and he can ping the BCM.
I've tried both phones and different ip addresses, all to no avail. The phones are NTDU92BC.

Funny thing is, I've got the exact same setup running in another city for probably a year. Same phone model, same type routers, same BCM.
I haven't tried rebooting the BCM yet though.

Any thoughts?

Are you able to browse onto the BCM system from the remote location OK and also use Element Manager?. What is the IP Phones firmware level as I've had problems where the firmware was a higher level than on the BCM and also it needs port 7002 enabled for any firmware upgrades.

Haven't tried opening Element Manager from the remote location. How do I determine an i2004's firmware level?
 
Thanks. I'll have my remote tech attempt to login to Element Manager on Monday or Tuesday. Also check the firmware level to see if that's the problem. I'm planning to reboot the BCM tomorrow. I'll post back with the solution when I get this thing resolved.

We got this problem resolved today. It turned out to be a programming hiccup in the far end router (wouldn't allow the Nortel sets to initiate traffic). Thanks Firebird Scrambler.
