Server Side connection works but Client sometimes doesnt

Many times my JSP Web applications on the Windows Web server connects to the Oracle Database server but my local Oracle Client connection goes down for about an hour or two. What is the reason for this? Is this something to do with Listener service on the Oracle Server not working or what is the reason for it??? Anything the DBA can do about this??

Can you expand on:

Goes down is a little vague..any error messages?
