Server Service is not running??

Does anyone know why the service Server, as well as the service Workstation would not be running on Windows XP operating system.
We are trying to install a program that requires these services to be running in order for the program to work.

If anyone knows what could cause this problem, or what I need to do to install these services back on the computer please let me know.

I do not even see a way you could uninstall these services from your computer in the first place.

Install File and Printer Sharing

 
Have these services been set to 'disabled' as suggested on some sites that advise disabling unneccessary services?

Start, Run, services.msc
 
They have not been disabled as I know. If they were disabled wouldn't they still be available on the service list to enable again.

Right now there is not even an entry in the services for these items.

I will try to to do Client for Microsoft Network and File and Print sharing and see what that does.
