Server Rule?? Can this be done

It would seem to me that this should be possible, I just don’t know how.

I have a customer who has rules set up in each pop user account to forward a copy of all incoming mail to a group of managers. All employees know this is being done and acknowledge so in writing.
We are moving him to exchange, the issue is I need to do the same thing but would prefer not to have to create a rule in each outlook client.

The rule currently works like this:

Mail message is delivered to a mailbox, if “manager” is not in the to/cc or bcc list then the message is forwarded to “manager” this is repeated for the four managers in the organization. In this manner the manager does not get multiple copies of a message should it already be addressed to them.

So, the question is, can this be done in exchange and applied to all accounts on the server?

Yikes. I'd separate the org into one mail store per manager and journal each store to the relevant manager. It isn't pretty but it will work though if they are copied then they may get 2 copies (I've never tried).

Otherwise you are into a server side rule per person.
 
You could create the rule using Server Manager, add managers to a single email enabled group and use alternate recipient option to send copies of user messages to them. They will end up getting tons of mail on daily basis, is this a good solution?
 
That would send all emails to all managers - at least it would keep them out of your way!
