server root, doc root,

I setup server root as C:/program files/apachegroup/apache
Then I setup doc root as c:/inetpub
Can I set server root with no overrides and doc root to allow me to use .htaccess to set overides on inetpub?
this is the reason .htaccess exists right?
To set no access on important directorys and limited acces on others.
Do I understand this right?

No - if you don't allow overrides, then .htaccess won't work. Try this in the directory container you want to limit access to:

AllowOverrides All
