Server Remote Desktop License

I have correctly installed and configured:

Features (Remote Desktop Licensing Service + Remote Desktop Session Host)

License Server

3 CAL users 2023 converted to CAL Device

Applied GPO for server and license mode

Remote Desktop Licensing Service Diagnostic Tool (no problem

So so far everything OK

The problem is that the server does not release the licenses and therefore I can only connect with 2 devices at the same time.

What did I do wrong or omit?
