Server Reboots when accessing Terminal Services

I have a Win 2000 Server that reboots as soon as you establish a Remote Desktop or Term Serv connection to it. I have removed the service, reinstalled it, re-service packed the server, and reinstalled all patches --- Nothing corrected the problem.

Has anyone else seen this issue and/or have any idea on how to fix it without doing a reinstall?

Do you have any other Remote Control software on the server?? We have seen isues where PCAnywhere on the same server can cause hangs/crashes when Terminal Serices is used.....
 
VNC was installed, but after we started having trouble with TS.
