Server Reboots After Rebuilding Indices

After I rebooted the server(Domain Controller) this morning and now I keep getting a continuous loop of reboots. It tells me, "Active Directory is rebuilding indices, please wait." Then it just reboots.

It does not hold any FSMO roles and the backup from the night before was successful. I can get into DS Restore Mode but can't restore anything (Backup Exec 10d doesn't run in DSRM because of services not being started).

Any thoughts on how I can restore AD without having to reinstall the OS? This is only 1 or 12 DC that I have so if I do a restore of the AD it will be a non-authroitative.
