Server Not Responding E-mail Connection Issue

I am having several users complaining about an error in Outlook stating that the server isn't responding. I asked the company in which the companies e-mail is through and they said more than likely our company is having connectivity issues over our network. However I set up a constant ping to the e-mail server and to yahoo. Yahoo is not timing out whereas the e-mail server is. Is there any other way to determine where the problem may lie?

Is the mail server an exhange server or a third party mail server?
What link do you have to the internet? Has this system ever worked for collecting mail? Have you made any changes to the network(firewall, router config etc) before the problem arose?

This is a 3rd party e-mail system. It is not an exchange server. There have been no changes to the connection. It was working fine, however lately there have been several issues with the server not responding. I am trying to diagnose if there is a problem with my connection or the e-mail provider. So what I did was set up a constant ping from our server to their server and one from our server to yahoo's server and one from our server to google's server. I looked at the loss percentage and their server was 3% the other two were 0%. I wanted to know if there was any other options to determine if I have connection issues on my side or if it is on the e-mail provider's side. Thanks
 
Try this:
They may be having issues at there end where to many people are connecting to their server as well.
Can you do a tracert to their mail server also and see if there are packets getting dropped anywhere.

When the problem strikes is it one or tw folks or everyone at the same time?

What is your DNS resolution handled? Outlook 'might' be timing out the resolution of the server name rather than an 'e-mail' issue.

I set a constant ping to the pop.site.com and one to yahoo.com
the pop.site.com received a 7% loss where as yahoo was 0%. Does this mean that my e-mail server is flaky? How can I check the DNS resolution handling in Outlook? Should I put the ip in instead of the domain name?
