server management console problems??

my farm consists of 4 servers, and one of those has been giving me problems. When i try and reinstall metaframe on that server it works, but doesnt how anything when i click on it. the other 3 servers show all the tabs, the new one has nothing. I am specifying the server farm name and everything, and the install process completes without any errors. Any ideas why it's not seeing all those tabs?
