Server hangs during "Applying Computer Settings"

I've come across an issue where our server will hang on the "Applying Computer Settings" screen. I have yet to even get to the login screen.

After searching on this, it appears alot of people say it's due to an issue with APC and Java Runtime. I've tried disabling the APC services as well as even uninstalling the software altogether. The problem still remains.

I can boot the system into safe mode with no issues. I've checked the event log for errors and noticed a few things. From the logs, I've seen entries of the DataStorageController, IISAdmin and Microsoft Exchange Information Store pertaining to starting up properly. I've disabled those as well but the system still hangs at that screen. Any ideas of what could be causing this or what I can try next to resolve this? Any help is appreciated. TIA!

Quick Update - It turns out it is the Microsoft Exchange Information Store service that causes the system to hang at the "Applying Computer Settings" screen. If I disable it or set it to manual, the server boots up just fine.

I would like to be able to keep it at Automatic, but for some reason, that causes it to hang. I have been trying to find a resolution to keep it set to Automatic so I don't have to start it after restarting the server. Does anyone know a way this can be resolved?
