Server hangs at startup after changing DNS and then correcting

Hello. We have a new ISP so I attempted to change the DNS settings and default gateway in the tcp/ip properties of the NIC on our Domain Controller.

After doing so I rebooted the server an it hangs on 'Applying Computer settings' for more than 30 minutes.

I shut it down, restarted in safe mode with networking and realized I had changed the DNS to the wrong address.

I changed the DNS and default gateway back to the original settings that we have had all along.

Now after rebooting, the server is still hanging on 'Applying Computer Settings'. It has been sitting this way for 30 minutes.

I rebooted with the network cable unplugged.

Any ideas as to what might be going on since it should be back to the correct settings?
 
Is the DNS setting set to the IP address of the server itself?? Because it should be, ie if your server IP address is 192.168.100.1 then the DNS setting on the DC should point to 192.168.100.1.

You then you DNS forwarders to forward queries to your ISP DNS server..

Hello. Yes, the DNS is pointing to the ip address of our server. I removed all secondary DNS entries so only the primary is pointing to that IP address.
