Server Edition Users Question

This is my first stab at configuring a server edition. There is a main site with the VM Pro server (Avaya preconfigured) with a V2 control unit. There are also 2 remote sites with control units. All control units have at least a few digital extensions.

For the users with digital extensions, do we create the users on the control units or do we configure all users on the server?
