Server Edition Secondary

I have a Server Edition solution that has been running on R9.1 for some time without any issues.

I've added a Secondary Server to the solution and when the primary system is shutdown the phones fail over to the Secondary Server however they show a 'System Unlicensed' error message on the display.

The Primary Server has two R9.1 Server Edition licenses showing as valid, the Secondary Server shows a virtual R9.1 Server Edition license, but it is Dormant.

As far as I'm aware having the two R9.1 Server Edition licenses on the Primary server is correct and is all that is needed, can anyone shed any light on what I'm doing wrong?

The license status should be active not dormant
I would guess your secondary server is not working.
 
You are missing some licenses:

License Status:

Valid: The license is valid.
Invalid: The license was not recognized. It did not match the PLDS host ID.
[highlight #FCE94F]Dormant: The license is valid but is conditional on some other pre-requisite licenses.[/highlight]
Obsolete: The license is valid but is one no longer used by the level of software running on the system.

Thanks for the replies, I guess the question is what license(s) am I missing?

My understanding is that I need 2x Server Edition licenses running on the Primary server, which I have. SSA shows two available and one is use when the Primary server is running so it does look like I'm missing something, I'm just not sure what.
 
is the remote server tab in the secondary licensing section configured to point at the primary IP?

Yes, I've double checked and it is configured with the IP address of the Primary server
