Server Edition Pingable but can't get config & system services not working

Recently ignited Server Edition R9.0.0 without any user/group or even line config on it, just been racked and put on network.

Even when plugged directly into LAN1 or LAN2, I can only PING the system, manager won't find it, the system isn't giving out DHCP to phones either..

reluctant to rebuild as it's just been licensed, when i plug a screen in it says "go to

https://192.168.100.10:7070

(the IP I'd configured earlier) or

https://192.168.43.1:7070"

- this also doesn't work.

any commands i can run to restart services?

anyone seen before?

Try using 7071
Try using SSH
Try using a monitor and keyboard.
Did you try a reboot of the server?
What version is it running?
