Request 46xxspecials.txt, which is also auto generated.
Copy the text to notepad, remove the first line that says autogenerated
Add your settings here and save to the Primary folder
Request the 46xxsettings.txt file again, which is still autogenerated, and the last line should be "get 46xxspecials.txt", confirming that the system acknowledges the existence of a custom specials file

There is a system setting like "HTTP server for Avaya endpoints only" (don't remember how it is named exactly right now). Uncheck that.
