Is this file in Server Edition Auto Generated like in the standard IPO?

I am not seeing it in the Primary folder or anywhere?

Yes, its auto-generated on Server Edition.

You don't see the file becuase it is auto-generated when requested and then auto-deleted afterwards.

Add a 46xxspecials.txt and add your entries in that file instead.

Request 46xxspecials.txt, which is also auto generated.
Copy the text to notepad, remove the first line that says autogenerated
Add your settings here and save to the Primary folder

Request the 46xxsettings.txt file again, which is still autogenerated, and the last line should be "get 46xxspecials.txt", confirming that the system acknowledges the existence of a custom specials file
