Server Edition 8.1.67 Web Control won't launch

Login with a ssh tool (putty for example)
type:
admin and give it Administrator as the password.
Type root and type the root password.
Then type:
service webcontrol status
If stopped then type service webcontrol start.
If it just runs then perhaps port 7070 is blocked.
