server crashed - cannot restore tapes on replacement server

arcserve 2000 workgroup edition.

our server at one site crashed.

I had a server at another site that had the same type of tape drive, so I installed Arcserve on it.

when I try to do a restore it sees the tape drive, and sees the tape, but will not let me browse the tape, and when I try to restore the whole tape and select RUN NOW nothing happens.

I can do the restore wizard, select Restore By Session, and it shows the tape, lists the time and date the tape was first used.

You see the grey box to the left of the tape, but you cannot check the box to expand selections, and NEXT is greyed out.

what is the problem?

how can I restore a tape created on server 1 onto server 2?
 
also, if I do a scan or database recover even if I say RUN NOW it just sits there, nothing seems to happen.
 
Start using the MERGE utility. This will load the right information from tape media into the database. Once this is finished, use the restore by backup media option to restore files.
Do not install ARCserve 2000 onto a Windows 2003 system, this will not work,
